ONE PIECE Villains From Buggy the Clown to Blackbeard

In the vast world of Eiichiro Oda’s ONE PIECE , the Straw Hat Pirates have crossed paths with many villainous characters; the list includes other pirates, corrupt authorities and even some guys with a god complex. After a staggering 1100+ anime episodes, we’ve seen some of the best villains completely devastate our heroes. That said, it’s easy to lose track of all of them, so we’re here to help you guys out by sorting all of them according to how threatening they would be to the current strength of Luffy and his merry band of pirates. NOTE: This ranking is not official and is based on my opinion as a longtime ONE PIECE fan. Also, unless otherwise specified, individuals are not ranked inside their categories. All the included characters are either alive or have an unconfirmed status. We’re also not including anime-only characters or characters that stopped their villainous ways completely. However, many early foes—pirates, tyrants, and corrupt officials—leave a lasting impact on the Straw Hats’ journey, often shaping their resolve, ideals, and growth. While nowadays they couldn’t endanger even the weakest amongst the Straw Hats, their cruelty and ambition mark them as forces for evil. "Iron Mace" Alvida First Appearance: Episode 1 The earliest foe Luffy faced after setting out to begin his career as a pirate, Alvida was violent, even with her own crew. As far as evilness goes, she doesn’t rank very highly, but she’s still a pirate in the traditional sense of the word and doesn’t have the idealistic view that Luffy holds. She was easily defeated, and she would be even less of a threat now. She’s part of Cross Guild, but she’s featured by herself because of her recurring character status. Captain "Axe-Hand" Morgan First Appearance: Episode 2 One of Luffy and Zoro’s first opponents, Morgan abused his Marine authority to proclaim himself dictator of Shells Town. His delusions of grandeur, violent temper, and oppressive regime showcased early on how corrupted “justice” could become. His cruelty extended even to his own son, Helmeppo. As far as being a threat nowadays, he wouldn’t even resist Luffy’s conqueror Haki. Captain Kuro of the Black Cat Pirates First Appearance: Episode 9 A sinister and calculating pirate who faked his death in order to infiltrate Syrup Village and inherit Kaya’s wealth, Captain Kuro threatened to slaughter the entire population of the village. Kuro’s cold intellect, manipulation, and contempt for human life made him one of the darkest villains of the East Blue saga. While he was a worthy foe back in the early days of ONE PIECE, he’s not foolish enough to even dream of crossing paths with the current Straw Hats. But I’m guessing Ussop would enjoy facing him now. Don Krieg First Appearance: Episode 21 A self-proclaimed pirate admiral who relied on trickery, weapons, and overwhelming numbers. Krieg’s brutality and dishonorable tactics—poison gas, hidden weapons, and betrayal—made him a ruthless early adversary. His crew, led by the loyal yet conflicted Gin, mirrored his vicious ambitions. But today, he wouldn’t even be an afterthought. RELATED: All One Piece Arcs in Order Captain Nezumi First Appearance: Episode 31 A corrupt Marine who accepted bribes from Arlong in exchange for turning a blind eye to his reign of terror. Nezumi’s villainy was in his cowardice and greed, attempting to steal Nami’s treasure and actively suppressing justice in Conomi Park. Other than the authority he once had to mobilize troops, he’s a weakling. Wapol of Drum Kingdom First Appearance: Episode 79 A gluttonous, vain monarch who ruled with neglect and greed. Wapol banished doctors to control medicine, abandoned his people in crisis, and returned with violence. His cowardice and abuse of power made him a symbol of corrupt royalty. His subordinates, like Chess and Kuromarimo, followed his lead in enforcing cruelty. While he’s still sort of a Royal, he wouldn’t be a dangerous foe at all. Bluejam First Appearance: Episode 494 He was the captain of the Bluejam Pirates and an infamous pirate of the East Blue. He was the main antagonist during Luffy’s youth flashback and was a cruel pirate who even killed his own allies for any failure. His status is unknown, but given that he was defeated by Ace as a child with the help of Dadan, he wouldn’t pose a threat nowadays. "Three-Tongued" Demalo Black (and the Fake Straw Hats) First Appearance: Episode 517 The fake Monkey D. Luffy that we meet during the Return to Sabaody is a cruel and sort of a doofus of a pirate who somehow managed to traverse the New World, probably by pulling the same stunt over and over. His latest exploits include pretending to be Eustass Kid. He ended up being arrested with his crew. He’s honestly a joke of a character. ONE PIECE Villains Who Could Be Minor Annoyances  Now we move on to ONE PIECE characters who, while still being too weak to pose an actual threat, could annoy the Straw Hats a little bit with their abilities, personal connections, or, at the very least, emotionally. Starting here, we’re adding entire groups of vanquished foes that are still around, but don’t merit individual entries as of now. Buggy the Clown First Appearance: Episode 4 A flamboyant and petty pirate captain, Buggy terrorized towns with his Bara Bara no Mi powers, dismembering enemies for amusement. While largely comedic, his cruelty and explosive temper in the East Blue arc established him as a genuine threat early on. Nowadays, as an individual, he’s no threat, but by circumstance, he has become a wildcard figure in the New World as the “leader” of Cross Guild. Arlong the Saw First Appearance: Episode 31 Leader of the Arlong Pirates, Arlong is a Fish-Man supremacist who ruled Cocoyasi Village through extortion and fear. Arlong’s cruelty toward humans, especially Nami, and his ideological hatred made him the first major villain to inflict deep emotional damage on a Straw Hat. His tyranny exposed the devastating impact of systemic oppression. Nowadays, he would be a minor annoyance, but still very easily defeated. Nami would totally beat him today with no help. Foxy the Silver Fox First Appearance: Episode 207 Captain of the Foxy Pirates and master of the Davy Back Fight, Foxy used underhanded tactics, sabotage, and manipulation to steal crew members and humiliate foes. His villainy lies more in dishonor and selfishness than genuine malice, but he is nonetheless a pirate and is still dangerous to civilians with his Devil Fruit powers. RELATED: Anime to Watch if You Like One Piece "Loan Shark" Galdino (Formerly Mr. 3) First Appearance: Episode 70 Sadistic and manipulative, Galdino used his Wax-Wax Fruit to entrap victims in grotesque “art” during his days as a member of Baroque Works. He helped Luffy out during the Impel Down arc, so at the very least, he’s no longer antagonistic to the Straw Hats. That said, as a member of the Cross Guild, he is still very much a criminal willing to harm and rob civilians. His powers are not that big of a threat now, but they are certainly annoying. Galdino’s being featured by himself because he has been featured in different arcs. The Four Priests of God Enel First Appearance: Episode 155 Gedatsu, Shura, Satori and Ohm were the Priests who comprised the main forces of Enel on Skypiea. Back in those early days of the Straw Hat adventure, they posed a threat with their abilities and singular cruelty as the avatars of the supposed God Enel. They relished in torturing and tormenting others, making use of their Mantra abilities, a form of Haki control. They are not weak, but they pose no threat to the current Straw Hats, and after being defeated, remain unaccounted for. Weakest Cipher Pol "Aigis" Zero Members First Appearance: Episode 230 We meet Kalifa, Kumadori, Blueno and Fukurou during the Water 7 Arc as members of CP9. They proved to be very dangerous with their techniques, but have long since been overtaken by the Straw Hats. Nowadays, they belong to Cipher Pol "Aigis" Zero, more commonly known as CP0, and seem to have become able to use Haki, but they are still a long way behind the stronger members of their group. Despite being government agents, they tend to disregard innocent lives and tend to be very cruel, only focusing on their missions. Spandam First Appearance: Episode 249 Spandam is cowardly, sadistic and power-hungry. He manipulated Robin, authorized atrocities, and embodied bureaucratic evil by hiding behind his position in the World Government. He’s the former chief of CP9 and CP5 and is currently a member of CP0 (or Cipher Pol "Aigis" Zero). He’s only a threat as he is a member of the organization and has a natural talent as a manipulator, but he’s actually too weak to face anyone in combat, not even the weakest Marine. RELATED: Which ONE PIECE Character Are You Most Like? Dr. Hogback First Appearance: Episode 340 Once a renowned surgeon, Dr. Hogback is a grotesque necromancer. He resurrected corpses for his own personal interests, displaying a twisted reverence for science over morality. While not much of a fighter, he’s a smart guy and could probably be a small annoyance to the Straw Hats through strategy, deception and manipulation of others. He’s still loyal to Gecko Moria and wouldn’t mind doing extremely evil things to civilians. Caribou First Appearance: Episode 519 A depraved and sadistic pirate with a swamp-based Logia power who’s known for brutal killings and kidnapping. Though weak by New World standards, Caribou’s cruelty and unpredictability made him unsettling. He is a big fan of Marshall D. Teach, better known as Blackbeard, and dreams of joining his crew. Vander Decken IX First Appearance: Episode 525 Vander Decken IX is the captain of the Flying Pirates on their ship, the Flying Dutchman, and the eighth descendant of the original Vander Decken. He's an obsessive man and very violent, despite also being a pretty comedic character. As far as his powers go, he would only be a minor annoyance to the Straw Hats today.  Hody Jones First Appearance: Episode 527 Hody Jones is a zealot who idolized Arlong. He took energy steroids to boost his strength at the cost of his life force. He embodied blind hatred and self-destruction as an admirer of Arlong and his philosophy. While stronger than Arlong, via his drugs, he only posed a threat under the sea, and even then, he was defeated by Luffy. ONE PIECE Villains Who Can Put Up a Fight In this category, we place characters who could still put up a fight against at least the weaker members of the Straw Hat Pirates. Their level of animosity toward our pirate heroes also plays a part in their placement here, meaning that even if someone might be powerful enough to be a considerable threat, if they are not that keen on a fight or are incapable of doing so, they are not considered to be that threatening. High-Ranked Marines First Appearance: Various The Marines as a whole are difficult to categorize. The higher-ranked officers, like Vice Admirals, are certainly powerful, and some are outliers capable of being placed in a higher tier as individual threats. Nonetheless, many of those stronger Vice Admirals are not actually evil, which disqualifies them for this list (such as Tsuru or Smoker). But the more zealous followers of orders, like Onigumo or Doberman, have shown no qualms when calling for a Buster Call, not minding the loss of civilians in the process. This makes them villains despite their belief that they are representatives of justice. "The Killer" Daz Bonez (Formerly Mr. 1) First Appearance: Episode 103 The highest ranking male member of Baroque Works and current member of Cross Guild has been a Bounty Hunter, an Assassin and a Pirate. Frankly, Daz Bonez has not stopped being a force for evil. He has been recognized as someone worth remembering by a heavyweight like Mihawk, so he could probably put up a fight against some members of the Straw Hats. Still, I don’t see him being antagonistic to them in the future, since he has no ill feelings toward any of them. He’s featured by himself due to being a recurring character in different arcs. Perona First Appearance: Episode 338 Emotionally immature and sadistic, Perona delighted in rendering her opponents hopeless. Her Ghost-Ghost Fruit powers allow her to manipulate emotions through negative hollows. That could still be an annoyance during a fight with the Straw Hats, as some of them are highly susceptible to that kind of mental attack. Still, she’s on good terms with Zoro and hasn’t been doing anything evil lately. She’s only included in the list because she remains loyal to Gecko Moria, and he’s still pretty much an evil guy. RELATED: 40 Inspirational One Piece Quotes to Share With Your Crew Basil Hawkins First Appearance: Episode 392 A fatalist, Basil Hawkins uses others’ lives as meat shields with his Straw-Straw Fruit. Originally a part of the Worst Generation, he eventually joined the Beast Pirates under Kaido to survive. His powers are particularly tricky and he is not weak by any measure, but he has been broken already, so he would not be that much of a threat nowadays. Scratchmen Apoo First Appearance: Episode 392 A traitorous opportunist, Scratchmen Apoo is willing to backstab allies for personal gain. A slippery betrayer who turned on his fellow Worst Generation members, he served under Kaido while not having any real loyalty toward him. He uses his sound-based attacks to deadly effect and can probably still put up a fight, but he’s not really a threat anymore. RELATED: Which One Piece Story Arc Are You? Capone Bege First Appearance: Episode 392 Another member of the Worst Generation, he is first and foremost a Family Man, as in a Mafia Family, of course. Capone Bege is cold, strategic, and ruthless, and he’s not above harming innocent people, but he also has some sort of code, as befitting a Mafia boss, so he allies with Luffy to face off against his mother-in-law, Big Mom. Despite being evil, he loves his wife and children. Urouge First Appearance: Episode 392 A brutal fighter whose strength increases by taking damage. Though not really that malicious, Urouge challenged powerful forces with reckless abandon. In the anime, he fought against Charlotte Cracker and defeated him, proving he can still put up a fight against crew members of one of the Four Emperors.  Donquixote Family Surviving Members First Appearance: Episode 151 After their defeat in Dressrosa, the main members of the Donquixote Family Pirates were all arrested, but the strength of some of its members cannot be underestimated. Trebol, Diamante and Pica, the strongest still alive, are not only very evil but also powerful enough to be a nuisance. Other members like Sugar, Giolla, Lao G, Dellinger, Senor Pink, or Gladius are weaker, but we mention them because if all of them were reunited, they could still wreak havoc and threaten civilians. That said, they have no chance against the current Straw Hats. Caesar Clown First Appearance: Episode 581 Caesar Clown’s a mad scientist responsible for horrific experiments, including child drug testing and chemical weapons. He’s cowardly yet deadly with his Gas-Gas powers. I would consider him more disturbing than physically threatening, and certainly one of the more evil characters in the show for his complete lack of morals. Cross Guild Members First Appearance: Episode 437 The organization founded by Crocodile and Mihawk, which has Buggy as a puppet ruler, is composed of former Baroque Works members, Buggy’s former pirate crew, and Impel Down escapees like Kinoko (a former Level 5 resident of the prison). While some of the members are pretty much useless in a fight in the current state of affairs, those Impel Down prisoners, especially Kinoko, could definitely put up a fight.  RELATED: We Visited Every One Piece Statue in Eiichiro Oda’s Hometown Kumamoto Vinsmoke Judge and the Germa 66 First Appearance: Episode 793 The Father of the Year and King of the Germa Kingdom, Vinsmoke Judge is a force to be reckoned with. Despite falling for Big Mom’s scheming, this warrior scientist is at the top of a high-tech army and commands his enhanced sons and daughter into battle. There’s no way we could not include him amongst the villains of ONE PIECE considering how terrible he is. We’re giving his sons a pass because, despite how terrible they were to Sanji, their lack of emotions is owed to Judge’s experiments. Big Mom Pirates Sweet Commanders and Officers First Appearance: Episodes 796 and 812 Big Mom has a gigantic family and an even bigger number of pirates following her every whim. She has a staggering 46 sons and 39 daughters, so of course, we can’t include them all, but we must at least mention two of the three Sweet Commanders: the cold and aloof Smoothie and the arrogant Cracker . Also worth mentioning is the manipulative Perospero or the violent Oven and Daifuku, also ministers in Totto Land. While the Big Mom Pirates have incredibly powerful members and numbers that would make them a major threat, without their mom, they lack the cohesion to form a united front against the World. The All Stars and Tobi Roppo from the Beast Pirates First Appearance: Various Much like the Big Mom Pirates, the upper echelons of the Beast Pirates, namely the Calamities and the Tobi Roppo, are all incredibly powerful and capable of great cruelty. The sadistic scientist Queen and the all-brawn, no-brains Jack are at the top of the food chain. If they joined with the equally evil Tobiroppo, Who’s Who , Black Maria , Sasaki , Ulti , and Page One , they would pose a great threat to the world… if they could see eye to eye, that is. Without King and Kaido to command them, they are just a group of dangerous individuals, but in complete disarray. Stronger Cipher Pol "Aigis" Zero Members First Appearance: Episodes 230, 635 and 922 Kaku and Jabra are characters we meet during the Water 7 and Enies Lobby arcs. They were the number 2 and 3 of the group back in those days with their Rokushiki techniques, and since then, they joined Cipher Pol "Aigis" Zero and grew in power. Other members still alive, like Joseph, Gismonda and Maha, are presumably very strong, considering they are part of the Masked Assassins of the organization. At the very least, they can put up a fight. As far as being evil goes, they are willing to do anything the World Government commands, which makes them amoral at the very least. ONE PIECE Villains Who Are Actually Threatening  Now we move on to actual credible threats to the Straw Hats and the World at large. This section includes characters that wield power, either by their position in the world, their personal strength, the peculiarities of their special powers, their cleverness, or a combination of any of those elements. Some of them have been defeated before, but they are still around and can do some harm if they resurface. The Celestial Dragons  First Appearance: Various The so-called "gods" of the world—descendants of the founders of the World Government—live in obscene luxury and moral depravity, shielded by absolute immunity. Characters like Saint Charloss , Rosward and Shalulia epitomize what they represent. For them, slavery, murder and cruelty are daily indulgences. They view others as insects and exert unchecked power with divine impunity. Most of them pose no threat by themselves. Their power resides in their ability to boss around the Marines and use them to indulge in their vices. They are not mere villains—they are a systemic rot given flesh and status, but we have to group them all, since they individually are not worth much. Sir Crocodile First Appearance: Episode 76 The mastermind behind Baroque Works. Cold, calculating and utterly ruthless, he orchestrated a civil war to seize the kingdom of Alabasta. His manipulation of Vivi, torture of opponents, and ambitions for Pluton cemented him as a major early antagonist. Now he co-leads Cross Guild. Despite being beaten by a far weaker Luffy, he’s still a Logia user, and since then, he seems to have become stronger. To this day, he remains an evil and ambitious pirate. Gecko Moria First Appearance: Episode 343 A cowardly, bitter pirate who used corpses to build an undead army via the Shadow-Shadow Fruit. Gecko Moria’s disdain for personal strength and willingness to enslave souls marked him as a cruel necromancer with little regard for life. While he would be completely beaten by any member of the Straw Hats Monster Trio + Jinbe, his tricky abilities would allow him to gather a ton of undead followers and make him a threat. RELATED: Every One Piece Pirate Crew in the Anime So Far Enel First Appearance: Episode 167 Enel is a self-proclaimed god who ruled Skypiea with lightning and divine arrogance. By wielding the Rumble-Rumble Fruit, a Logia of lightning, Enel could vaporize enemies instantly. He viewed himself as omnipotent, committing mass extermination to reach his imagined utopia, "Fairy Vearth." His calm detachment and religious megalomania made him a chillingly unique villain—powerful, delusional, and nearly invincible. As an early user of Haki, which he called Mantra, he should have been way above any threat by that point, but had a terrible match-up with Luffy, who was completely immune to his electricity. While he is out of the picture entirely, he can still be a tricky opponent to most of the Straw Hats, especially if he didn’t slack off with his training after that defeat.  Donquixote Doflamingo First Appearance: Episode 151 Donquixote Doflamingo is one of the most sadistic villains in the series. A former Celestial Dragon turned into an underworld broker known as “Joker,” Doflamingo ruled Dressrosa through manipulation and raw fear. He trafficked weapons, Smile fruits, and enslaved the populace with twisted glee. His defeat marked a turning point in Luffy’s reputation and influence. As someone with almost perfect control of his Devil Fruit, he is a pretty big threat. The fact that he’s being jailed in Level 6 is a testament to how powerful he is. Rob Lucci First Appearance: Episode 230 Rob Lucci was CP9’s deadliest agent. Now, he’s a part of CP0. Cold, emotionless, and obsessed with “Dark Justice,” he’s still trying to avenge his defeat at the hands of Luffy and has become a lot stronger.  His leopard Zoan form matched his brutal philosophy, and he has now taken that form to its utmost limits, allowing him to put up a bit of a fight against Luffy in Gear 5 and making Zoro exert himself for a while. His cruelty earns him a place on this list, and his powers make him a credible threat. RELATED: Which One Piece Character Said This Quote? Eustass Kid and The Kid Pirates First Appearance: Episode 392 Arrogant and violent, Eustass Kid earned a high bounty by attacking civilians. His nihilistic brutality stood in contrast to Luffy’s idealism, which earns him a place on this list, despite being more of a rival to the Straw Hats than a direct enemy. Still, his evil ways with civilians cannot go unnoticed. Kid is plenty strong, defeating Big Mom together with Trafalgar Law. Also, he still has a lot of room to grow stronger, considering he has Supreme King Haki and commands a fearsome crew of pirates, starting with Killer. Despite that, last time we saw him, he was completely defeated by Shanks. Charlotte Katakuri First Appearance: Episode 825 Charlotte Katakuri is part of the Big Mom Pirates and her strongest son. Initially ruthless, Katakuri started to feel respect for Luffy during their fight, recognizing his potential to go even above his mother. User of the Mochi-Mochi Fruit and possessor of both Supreme King Haki and the ability to see slightly into the future with his Observation Haki, in a way, he served as a master of sorts for Luffy, helping him improve in real time while fighting. Despite playing second fiddle to his mother, he has the potential to surpass her, which makes him a credible threat, even now. “King the Conflagration” Arber First Appearance: Episode 918 (Silhouette in episode 910) Stoic and powerful, King enforced Kaido’s will with fire and blood. As a member of the Lunarian race, he has incredible physical specs that include the ability to command literal fire. He’s also an extremely proficient user of Observation and Armament Haki. As if that wasn’t enough, he ate an Ancient Zoan Type Devil Fruit that allows him to transform into a Pteranodon. His fight against Zoro tested the limits of both, but in the end, he was defeated. He’s still plenty strong, but before recovering from that fight, he was defeated again and arrested by the Marines. ONE PIECE Villains Who Are Major Threats Now we’re talking! These characters are either the cream of the crop in the world of ONE PIECE , have some pull in the World Government or the Marines, or remain undefeated as of now, while keeping their villainous ways. Dracule "Hawk-Eyes" Mihawk First Appearance: Episode 23 The world's strongest swordsman and a near-emotionless force of destruction, Mihawk’s a core leader of Cross Guild along with Crocodile, which makes him a criminal. A former Warlord of the Sea, Mihawk was a rival to Shanks in their early days, which puts him above and beyond many characters that might boast a bigger status. To be completely fair, I don’t really think he’s a villain, but considering he’s the fated foe of Zoro, he needs to be included. He’s nonetheless an honorable warrior, and we haven’t seen him hurting any civilians, so his status as a member of this list is really complicated. RELATED: Devil Fruits in One Piece, Explained Kuzan (Former Admiral Aokiji) First Appearance: Episode 225 Once a Marine Admiral proponent of the “Lazy Justice,” Kuzan’s icy detachment masked deadly resolve. Now aligned with Blackbeard as one of his 10 Titanic Captains, he remains a powerful and enigmatic figure. His actions make him a morally ambiguous foe for the Straw Hats, but having actually helped them out on occasion makes his inclusion another complicated one. As of now, we have to consider him a villain. Borsalino (Admiral Kizaru) First Appearance: Episode 398 A laid-back yet terrifying enemy, Borsalino’s light-speed attacks and emotional detachment make him one of the most lethal enemies the Straw Hats have faced so far. He’s another morally ambiguous character, but he seems more willing to follow the deranged orders of the World Government, even when it means betraying and killing former friends like Vegapunk or his very own pupil Sentomaru. While he doesn’t seem to enjoy following those orders, he still does.   Shiryu of the Rain First Appearance: Episode 440 A sadistic swordsman and former Head Jailer at Impel Down, Shiryu is an extremely powerful individual with such a cruel streak that he was arrested for his treatment of the Impel Down inmates. Nowadays, he’s one of the 10 Titanic Captains of the Blackbeard Pirates, and since his first appearance has gained the powers of the Suke Suke no Mi, which allows him to turn invisible and improve his Haki abilities. He earns a separate entry onto the list because of his prominent role during the Impel Down arc and shortly after in the Marineford arc. He also gets his own entry because of having a more prominent role by himself, before joining Blackbeard. Titanic Captains of the Blackbeard Pirates First Appearance: Episodes 146, 151 and 484 The eight remaining members of the Titanic Captains of the Blackbeard Pirates have not been that fleshed out in the story. We do know, by the way they have been presented, that Jesus Burgess, Van Augur, Avalo Pizarro, Laffite, Catarina Devon, Sanjuan Wolf, Vasco Shot, and Doc Q should be considered very dangerous. Some of them are depraved reflections of the Straw Hats, even holding the same roles, like how Van Augur is a Sniper like Usopp, Laffite is the navigator like Nami, and Doc Q is, well, a doctor. Charlotte Linlin (Big Mom) First Appearance: Episode 571 A monstrous matriarch who rules Totto Land through soul extortion and fear, Big Mom’s "utopia" is built on forced sacrifices, reproduction and marriages. The Soul-Soul Fruit lets her steal life spans and animate objects into sentient beings (Homies), enforcing her tyranny. As a former member of the Rocks Pirates and one of the Four Emperors, she terrorized the Grand Line for decades before being defeated by the united forces of Law and Kid. Her whereabouts are currently unknown, but if she’s still around, she can still be considered a huge threat, especially if she manages to gather all her forces. Kaido of the Beasts First Appearance: Episode 736 “The Strongest Creature” and a nihilistic tyrant obsessed with war and death, Kaido ruled Wano through slavery, experimentation with the SMILE fruits, and raw fear. His Azure Dragon form unleashed mass destruction as he saw power as the only truth. He wanted to become Joy Boy and free the world, but became twisted and ended up only wanting someone to defeat him. Kaido defeated Luffy twice until our main character managed to unleash Gear Five and gave him the fight he had always craved. His whereabouts are currently unknown. Aramaki (Admiral Ryokugyu) First Appearance: Episode 882 A former policeman from the Taya Kingdom, Aramaki was part of the World Military Draft that filled the two Admiral vacancies (along with Fujitora). He’s very much a follower of the same brand of Justice of Akainu; he’s a zealot and despises the weak, enforcing order with arrogant brutality and plant-based devastation. His personal motto is "Determined Justice," and he seems to regard the World Nobles as real gods, which makes him even more fanatical than Akainu. Also, Aramaki’s not above eradicating entire populations if they are not affiliated with the World Government.  ONE PIECE Villains Who Are to Be Truly Feared Finally, we reach the group of the greatest threats the world of ONE PIECE has to offer. These are the Endgame monsters in the way of not only the Straw Hats, but the freedom and peace of the entire world. One of them is a representative of chaos and the dark reflection of Monkey D. Luffy, and the rest are the oppressors, the ones holding the lives of everyone in the world in a chokehold for centuries. Marshall D. Teach (Blackbeard) First Appearance: Episode 146 With so many villains, it can be difficult to pin down who the main villain is in ONE PIECE. Even so, the most dangerous pirate in the current era is Marshall D. Teach, also known as Blackbeard. He began as a scheming subordinate and rose to Yonko through betrayal, murder, and ambition. Because of non-explained reasons, he wields two Devil Fruits (Dark-Dark and Quake-Quake), symbolizing his hunger for power and chaos. He thrives on exploitation and disruption of order. Like Luffy, he believes in dreams and adventure, but he has no regard for the happiness and freedom of anyone other than himself. He's the quintessential pirate in the traditional sense of the word; he's no romantic like Shanks or Luffy, he just wants to pillage, kill and drink, trampling on anyone around. Fleet Admiral Akainu (Sakazuki) First Appearance: Episode 278 The embodiment of the militant "Absolute Justice," Akainu is ruthless to the extreme. He kills allies who hesitate and incinerates civilians without remorse. His iron will and Magma-Magma Fruit powers make him the most fanatical and dangerous enforcer of the World Government's ideology. Despite saying he works for justice, he’s so twisted and willing to harm anyone who stands in his way that we can only consider him an absolute villain. As the one who murdered Ace, he is not only on Luffy's list of people he has to obliterate, but also Garp's. He seems to feel some sort of pity for Kuma, but that doesn't stop him from being a tool of the corrupt World Government. Saint Figarland Garling (Commander of the God's Knights) First Appearance: Episode 1120 Another big fish in the World Government and a High Ranking Celestial Dragon, Saint Figarland Garling is the Commander of the strongest group of enforcers in ONE PIECE , the God’s Knights. He had a huge part in the God Valley massacre, of which he is considered a “Champion.” He wields a massive saber and is related to a couple of very important characters that manga readers know.  RELATED: One Piece Quiz: 25 Years in 25 Questions The Five Elders (Gorosei) First Appearance: Episode 151 A council of the five highest-ranking Celestial Dragons collectively titled the "Highest Authorities of the World Government," each Gorosei member is both a mastermind and monster—combining ancient power with modern cruelty. They are a threat of the highest order, not only because of their position, but also because of their individual strength, as we're witnessing during the Egghead Arc. The group is formed by Saint Jaygarcia Saturn (Warrior God of Science & Defense), Saint Marcus Mars (Warrior God of Environment), Saint Topman Warcury (Warrior God of Justice), Saint Ethanbaron V. Nusjuro (Warrior God of Finance) and Saint Shepherd Ju Peter (Warrior God of Agriculture). All of them have been around for who knows how long, keeping the whole world under their Iron fist. If you’re a manga reader, you probably know how evil they can be.   Imu, The Hidden Sovereign First Appearance: Episode 885 The true and undisputed ruler of the world, unknown to almost everyone. Imu sits upon the Empty Throne, which is supposed to symbolize equality, revealing the ultimate lie at the heart of the World Government. Imu has been alive for who knows how long, but it is hinted that he knows everything about the World, having been present when Joy Boy was alive. So far, there is not much information about him, but he has wiped out entire islands, races, and cultures to maintain his absolute rule as the supreme authority. Even the Gorosei bow before this mysterious being. And we’re done! From petty thugs and corrupt captains to emperors of the sea and shadowy gods, the villains of ONE PIECE reflect every brand of evil, from the one disguised as justice and order to the utter chaos passing as freedom endorsed by some pirates.
